Toyota Carina E. I used to have one. They'll run forever, but you'll wish they would die, so you won't care if someone hits you because of some ice. They're also great in snow, thanks to be total tin cans with something like 80:20 front-biassed weight distribution and front wheel drive, but also a long wheelbase to make them stable for big oppo.

If you want something to handle consistently snowy conditions, you can pick up any number of SIII Landies for under a grand, although they'll all want work and won't do motorways.
What you really want for European winters is a Fiat Panda 4x4, but even the cheapest are more like three times the budget.
